  • A Land Use Permit (LUP) must be obtained from the Land Development Services prior to the start of any land development. This includes:

    - Residential
    - Commercial
    - Industrial
    - Institutional
    - Grading
    - Mining or quarrying
    - Commercial timber operations
    - Public, private, or commercial recreation
    - Waste disposal
    - Utilities
    - Salvage or junk yards

    All new construction greater than 100 square feet requires a permit. Generally, all new structures greater than 600 square feet are subject to the Building Permit Process, i.e. plan review, inspections and the issuance of a Certificate of Occupancy.

  • Simply, it’s the Law. But a permit is much more than a regulatory procedure, it’s a service. A processed application identifies your property for a myriad of legal purposes. Utility service accounts are based on the information provided on application. The application process is a conduit to all agents necessary for the successful accomplishment of your project. The Land Development Services (LDS) office provides a clearing house for water and sewerage services, issuance of an address, arranging for a “percolation” test, installing driveway access, and protecting your investment and your life through building code compliance. The LDS office informs about every agency or utility that needs to be involved with your project with one concise application, saving you the effort.

  • Any permit application which has not been issued within one year will be canceled unless the applicant or an approving agency notifies the Permits Division in writing that the application should remain active. For the applicant's convenience, the LDS office will contact the applicant at his/her last known address to notify the applicant.

  • Fees for Land Use Permit Applications must be paid in full prior to Permits being issued. Fees are collected by the Allegany County Tax and Utilities Office, located on the second floor of the Allegany County Office Complex. Checks are to be made payable to the Allegany County Commissioners.

  • Over time, meters become less accurate and can provide inaccurate readings. By replacing meters, Allegany County will be able to bill more accurately and efficiently for water usage. In addition, the new system will include meter reading technology that will prevent any recording errors, minimize the need for County employees to go on private property, save labor time, minimize wear and tear on vehicles, and potentially allow water line leaks to be identified earlier by analysis of the data collected.

  • Not necessarily, but older meters can tend to read lower than new ones. The new meters will simply record water usage more accurately.

  • The work will be performed Monday through Friday during normal working hours, 7 a.m. to 4 p.m.

  • Allegany County Government has contracted with a private company. These workers will have a project identification card. County employees will have a County identification badge.

  • Yes, an inspector from the Department of Public Works Utilities Division will normally be on site.

  • The private contractor will come to your residence to replace your water meter. The water meter will be checked to verify that water is presently not in use. If no water is being used the water meter will be replaced. There will be interruption of service for approximately 45 minutes during the replacement process.

  • In most cases, this is a simple process that will require approximately one hour.

  • Maybe, some meters are currently located inside the residence. If this is the case, the worker will need to come in and remove the old meter. All new meters will be installed outside near the property line.

  • In most cases, it will not be necessary for anyone to be home for the water meter replacement process. The majority of work will take place near the street in the meter box.   • In rare instances, the main cut-off valve to your home may be left off. This will occur when the installation team is not able to pressurize your home following the installation. The normal cause of this condition is when an inside spigot is opened during the installation and subsequently left open. The water is not turned back on to ensure a sink or bath tub does not overflow with the resident not home to turn the water off. In these cases, your water will be left off and a door hanger notice will be left on your door providing you a point of contact to call to have your water turned back on.

  • No, the new meter does not require any maintenance by the homeowner. As in the past, Allegany County will take care of all maintenance. The new meter has reading technology that allows County workers to read the meter using a lap top computer.
